What the recognized levels of investigation are

The Texas Section ASCE guidelines for the evaluation and repair of residential foundations set out three levels, and knowing which one you are buying prevents most disputes. Level A is first impressions — a walkthrough. Level B adds relative foundation elevations and a drawing showing them, which is the level most homeowners actually need. Level C adds soil sampling and testing, plumbing testing, material testing, a steel reinforcing survey, post-tensioning cable testing, scaled drawings, a tree survey and a detailed distress survey. A visit that produces a verbal conclusion and a price is a Level A, and it is not a basis for authorizing structural work. Other jobs are on the services index.

The number the profile is judged against

The guidelines adopt the residential code live-load deflection limit of L over 360 as potentially appropriate for the analogous in-service deflection of a residential foundation, and state that where a measured profile is less than that limit it is unlikely the foundation is deflected materially unless visible indications show otherwise. They add two useful calibration points: a floor slope greater than 1 percent is usually noticeable, and the Americans with Disabilities Act considers a 2 percent slope too large. Those numbers turn a subjective complaint into an arithmetic one. They also come with a caveat the guidelines state plainly — determining deflection and tilt of a slab-on-ground foundation is an approximation without an as-built or previous floor elevation survey, because the original surface configuration is unknown, and a floor elevation survey can provide valuable information but should not be the only basis for evaluating deflection and tilt.

Why the Austin location changes what gets looked at

The city sits across a geologic boundary and the inspection has to account for which side of it the house is on. The Bureau of Economic Geology places the escarpment generally parallel to MoPac, with Austin hilly to the west and relatively flat to the east, and notes the east side moved downward by as much as 700 feet along a zone of faults extending roughly two to five miles east. West of that line the near-surface rock is Glen Rose and Edwards limestone with thin, rocky soils; east of it are the Upper Cretaceous units including the Taylor Clay, which the city's geologic appendix describes as dark gray shale weathering to a calcareous, montmorillonitic clay. On the west side an inspection is looking for localized bearing problems over shallow rock. On the east side it is looking for broad seasonal movement in deep clay, and the tree survey and drainage assessment carry real weight.

The city's own process, and who must sign

This is the part that surprises people. In Austin's residential building inspection process, the city does not conduct a physical foundation inspection. Once the pre-foundation inspections are approved, the city's flowchart states that a State of Texas licensed engineer will need to inspect the foundation, and that a copy of their sealed assessment is required for foundation approval. Where a sealed letter is required, Austin's Building Criteria Manual section on the Structural Verification Report sets out what it must contain: the date of the site visit, the areas observed, detailed foundation and framing information, the current condition, the engineer's opinion of the adequacy of the existing structure to support anticipated loads, and a repair plan if one is required.

Texas law also decides who may design a repair. The Texas Engineering Practice Act exempts a person repairing or drawing plans for a private dwelling, but Section 1001.056 removes that exemption for anyone providing engineering design relating to repairing, or drawing plans or specifications for, a residential dwelling slab located on expansive soil that meets the expansive soil classification provisions of the residential code as applied in the jurisdiction. Austin's clay lots routinely meet that classification. The guidelines say the same thing from the profession's side: the evaluation and repair design shall be performed by a professional engineer licensed in the State of Texas. To be explicit, this site does not perform engineering services and does not issue engineering reports or sealed assessments. Where your situation requires one, it has to come from a licensed Texas professional engineer, and that is a legal requirement rather than an upsell.

What a field measurement visit actually produces

Floor elevations read at a grid across the whole footprint, not at three convenient spots, plotted on a floor plan with the high and low points marked and the differential stated in inches. A distress survey: crack locations, widths, direction and whether they taper. Door and window operation recorded room by room, since a door binding on the latch side and one binding at the top are telling you different things. Exterior observations of the grade, the roof discharge points and the distance from significant trees. Where the finding points at water, a plumbing test is recommended before any structural scope.

What it costs and what to do with it

A measurement visit is priced as a fixed fee. A sealed engineering assessment purchased independently from a licensed engineer costs more and is worth it on any job past a handful of piers, because it produces an independent lift target. Two surveys a season apart on the same grid tell you whether the house is moving or has moved, and on a clay lot that decides whether the correct action is repair or monitoring.

Retaining walls over four feet need a building permit

The City of Austin's small project retaining wall instructions state that any retaining wall over four feet in height located inside the city limits requires a building permit under Section 25-11-34 of the Land Development Code, that the small project path covers walls less than 100 feet long and 8 feet high, that backfill cannot exceed two feet in depth unless it occurs for no more than four feet measured horizontally behind the wall, and that no more than four feet of cut is allowed in front of the wall.

Why it matters: Height is the trigger for permitting on retaining wall work, and the cut and backfill limits decide whether a repair can use the small project path at all.

The Balcones boundary makes Austin ground change fast

The USGS description of the Austin quadrangle divides the area into a higher western district of the Edwards Plateau and a lower eastern district at the Coastal Plain margin. The Balcones escarpment runs through the Austin area as a major topographic and structural boundary.

Why it matters: A house west of the divide can encounter shallow limestone while an east-side lot may have a very different soil profile. An Austin foundation assessment has to follow the actual lot and structure rather than applying one repair method across the city.

East Austin-area clay has a named geologic story

A City of Austin geologic appendix says the Taylor Group in the Austin area weathers to calcareous, montmorillonitic clay and marly clay generally referred to as Taylor Clay. The USDA's Houston Black series description identifies a Travis County type location and classifies the soil as smectitic clay.

Why it matters: Taylor Clay and Houston Black soil are not generic dirt conditions. Their clay mineralogy and moisture response make it important to measure the structure and understand the site before selecting stabilization work.
