The two numbers that define the job

There is a code minimum and a repair standard, and they are not the same. Section R401.3 of the residential code as adopted in Austin requires lots to be graded to drain surface water away from foundation walls, with the grade falling not fewer than six inches within the first ten feet; where lot lines, walls or slopes make that impossible, drains or swales have to do the work, and impervious surfaces within ten feet of the foundation are sloped at least two percent away. The Texas Section ASCE guidelines for repairing residential foundations ask for more where it is practicable: a minimum slope of five percent, which is six inches in ten feet, for the first five feet all the way around, plus swales at a longitudinal slope of at least two percent and one percent as an absolute floor. Those are the acceptance criteria for a grading job. Anything else is landscaping. Why grading carries so much weight on Austin clay

Because the mechanism is moisture, not water pressure. The clay under most of the east side changes volume with its water content, so the harm is done by where rainfall soaks in, not by how deep the puddle got. Austin's rainfall makes that violent. The city's rainfall period-of-record study puts the Camp Mabry extremes at 11.52 inches in 1954 and 64.68 inches in 1919, against a long-term mean near 33 inches, and records that in 2011 only 0.05 inches of rain fell between June 22 and September 16. The city's watershed report for 2022 logged 2.96 inches in a single hour at Camp Mabry after 51 consecutive days with no measurable rainfall. A yard that ponds against the beam turns that whiplash into a moisture gradient a few feet wide, which is exactly the loading a slab cannot absorb.

Roof water is usually the largest single input

A roof concentrates more water in one spot than any other feature on the lot. The guidelines are specific: uncontrolled roof runoff can cause erosion and ponding near the structure, gutters and downspouts mitigate it, and downspouts should be extended well past the edge of the foundation, past the edge of abutting planting beds, and into well-drained areas. That last clause is where most installations fail. A downspout that discharges onto a bed pressed against the wall has moved the problem eighteen inches. Where surface grading alone cannot carry the volume, the guidelines call for solid pipe drainage systems, with the ground graded to slope to one or more inlets and cleanouts provided for maintenance. Solid pipe, not perforated — perforated pipe belongs to a subsurface system and should not have a downspout tied into it.

The Austin rule that limits where the water can go

Regrading a lot is a change to drainage, and Austin regulates that. The city's drainage requirements sit in Title 25, Chapter 7 of the Land Development Code, and the operating principle it briefs to applicants is No Adverse Impact: a development cannot increase the flow or the timing of water leaving the site, cannot block flow that passes through the site under existing conditions, and has to discharge water responsibly downstream. Practically, that rules out the fix that gets attempted most — cutting a swale that dumps onto the neighbor's lot. Water leaving faster, arriving where it did not arrive before, or standing higher than it used to are all listed as adverse impacts. A grading plan that solves a foundation and creates a flooding complaint next door has not solved anything.

The mistakes that repeat

Beds built up against the wall so the mulch line sits above the slab edge. A patio poured dead level, or sloped back at the house, adding twenty feet of impervious catchment right at the beam. Irrigation zones aimed at the foundation and run on a fixed schedule through a wet spell, which produces the same moisture gradient as bad grading. Air conditioning condensate piped into a bed at the corner of the house. And the most expensive one: fixing the grade after the structural repair rather than before, so the new piers immediately start working against the same soil moisture swings that caused the movement.

What the work involves

The lot gets shot with a level, not eyeballed: elevations at the foundation, at five feet out, at ten feet out, and along the flow path to the discharge point. Downspout locations and volumes are noted. Beds are pulled back and lowered, and fill is placed and compacted to build the fall away from the structure across the first five feet. Swales are cut where a property line or a slope blocks a straight fall. Downspouts are extended into solid pipe with cleanouts and daylighted somewhere that can take the water. Where the site cannot shed water at the surface, the work moves to a subsurface drain, which is a different scope with different materials. Cost tracks the amount of dirt moved, the length of pipe, and whether a mature tree or a fence line means hand-digging.

Retaining walls over four feet need a building permit

The City of Austin's small project retaining wall instructions state that any retaining wall over four feet in height located inside the city limits requires a building permit under Section 25-11-34 of the Land Development Code, that the small project path covers walls less than 100 feet long and 8 feet high, that backfill cannot exceed two feet in depth unless it occurs for no more than four feet measured horizontally behind the wall, and that no more than four feet of cut is allowed in front of the wall.

The Balcones boundary makes Austin ground change fast

The USGS description of the Austin quadrangle divides the area into a higher western district of the Edwards Plateau and a lower eastern district at the Coastal Plain margin. The Balcones escarpment runs through the Austin area as a major topographic and structural boundary.

Why it matters: A house west of the divide can encounter shallow limestone while an east-side lot may have a very different soil profile. An Austin foundation assessment has to follow the actual lot and structure rather than applying one repair method across the city.

East Austin-area clay has a named geologic story

A City of Austin geologic appendix says the Taylor Group in the Austin area weathers to calcareous, montmorillonitic clay and marly clay generally referred to as Taylor Clay. The USDA's Houston Black series description identifies a Travis County type location and classifies the soil as smectitic clay.

Why it matters: Taylor Clay and Houston Black soil are not generic dirt conditions. Their clay mineralogy and moisture response make it important to measure the structure and understand the site before selecting stabilization work.
