The Lady Bird Johnson Wildflower Center, answering a question about live oaks and foundations, put the real mechanism plainly: tree roots can grow up to three times the spread of the tree, but the problem in foundations, especially in a very dry climate, is soil subsidence — the root looks for water and sucks it up, and the drying soil drops. So a root barrier is not armor against roots. It is a moisture-management device, and it belongs with drainage and grading rather than with underpinning.
Shallower than most people expect, which is what makes a barrier feasible. A Texas Transportation Institute report prepared for the state highway agency on protecting trees during construction states that the fine feeder roots that take up moisture are found mostly within the top twelve inches of the surface, and that the great majority of roots are located within three feet of the surface. The same report's root barrier detail shows a trench eighteen to twenty-four inches deep backfilled with sand, and notes that barriers may be fabrics or hard barriers such as plastics or metals. Those are the working dimensions: a continuous vertical element in the top few feet of soil, between the tree and the structure, with no gaps at the ends where the moisture gradient can route around it.
In Austin the rules are unusually strict for the exact species that causes the problem. The City Arborist defines a Protected tree as any species nineteen inches or more in diameter measured at four and a half feet above the ground, and a Heritage tree as twenty-four inches or more in a listed species group — a group that expressly includes all oaks and pecan. Removal of a Heritage tree is prohibited except under Section 25-8-641 of the City Code, and a Heritage tree thirty inches or larger takes a public process for a variance. So the mature live oak drying out the clay beside a 1930s bungalow is very often a Heritage tree that cannot simply be taken down.
The barrier itself is regulated too, because a barrier is a trench. The city's residential tree rules require a Tree Ordinance Review Application for removing a regulated tree, for pruning twenty-five percent or more of the canopy, or for starting an activity that may impact a tree or disturb the critical root zone. Inside the inner quarter of the critical root zone no impacts are allowed at all. Within the half critical root zone there can be no cut or fill greater than four inches, and across the full zone fifty percent of the ground has to be preserved without impact. The city's plumbing permit form repeats it from the other direction: installing utilities or irrigation lines within the critical root zone of a regulated tree requires that application. A barrier trench between a house and a large oak will often fall inside that zone, which makes the permit part of the design rather than an afterthought.
The Texas Section ASCE guidelines for repairing residential foundations are measured about it: root barriers or periodic root pruning may mitigate the effects of vegetation, and root barriers are generally not as effective as tree removal. That is the honest ceiling. A barrier reduces the tree's ability to draw from the soil under the structure; it does not restore soil that has already consolidated, and it does not lift anything. The guidelines also flag the opposite hazard: removing a tree may stop shrinkage or partially restore settled areas, but removal may cause upheaval from the resulting soil moisture increase, especially where the tree predates construction, and a suitable waiting period may be recommended to allow for that heave. Cutting down a sixty-year-old live oak next to a slab can move the house the other way.
The tree is measured at four and a half feet for diameter, because that number decides which permit path applies, and the critical root zone is laid out and the proposed trench line checked against it. Depth to rock, buried utilities and the irrigation layout get located, since hitting a lateral or a gas service in a hand trench next to a foundation is the main site risk. The trench is cut to depth in a continuous line with the ends carried past the corner of the influence zone rather than stopped short, the barrier is set with its top close enough to the surface that shallow feeder roots cannot bridge over it, and the trench is backfilled to grade. Trenching inside the root zone is done by hand or with air excavation wherever the ordinance limits ground disturbance.
Barrier work prices by the linear foot and by how the trench has to be dug, and hand excavation inside a critical root zone is the multiplier. Where a tree is drawing moisture from under a slab, the same visit should correct the grade, extend the roof discharge away from the beam, and put irrigation on a schedule that keeps moisture near uniform on all four elevations. The guidelines call that uniform-moisture approach potentially beneficial while cautioning against excessive watering.

Why it matters: Taylor Clay and Houston Black soil are not generic dirt conditions. Their clay mineralogy and moisture response make it important to measure the structure and understand the site before selecting stabilization work.

A City of Austin rainfall study records 19.68 inches at Camp Mabry in 2011. The city's 2022 Watershed Protection annual report also records 2.96 inches of rain in one hour at Camp Mabry after 51 days with no measurable rainfall.
Why it matters: Long dry periods followed by abrupt rainfall can change moisture conditions around a clay-supported foundation. The useful response is to document structural changes over time and diagnose the house itself, not to assume every symptom has the same cause.
