It has almost no ability to bend, so when the soil under one part of it drops away or swells upward, the concrete relieves the stress by cracking, and the cracking shows up above as diagonal breaks over door and window heads, stair-stepped mortar joints outside, and doors that stop latching along one wall. Understanding it as a plate explains the sequence: soil moves, support changes, the plate deflects, finishes tear. Treating the torn finishes is downstream work. East of MoPac the near-surface geology is Upper Cretaceous, and the unit that matters is the Taylor Group. A City of Austin geologic appendix describes it plainly: dark gray shale that weathers to a greenish gray and brown calcareous, montmorillonitic clay and marly clay in the Austin area, generally referred to as the Taylor Clay. Montmorillonite is the mineral behind seasonal slab movement, because its volume tracks its water content. The soil series developed on that kind of parent material carry the numbers: Houston Black at 40 to 60 percent clay with a Travis County type location, Heiden at 40 to 60 percent clay weathered from mudstone. A slab in Mueller or East Cesar Chavez is bearing on that. A slab in Circle C Ranch may be bearing on much thinner soil over rock, and the same symptom means something different there.
The Texas Section ASCE guidelines list the available slab repair methods and the list is short: underpinning, grouting, mudjacking, crack injecting, tendon stressing, and partial demolition and reconstruction. Each answers a different finding. Underpinning transfers load past the moving soil to a deeper stratum, and it is what a settled perimeter needs. Grouting, in the guidelines' words, generally provides continuous slab support without lifting appreciably — it fills a void rather than raising anything. Mudjacking and slab lifting adjusts elevation hydraulically with continuous support. Crack injection with epoxy is aimed at restoring stiffness across a crack of about a thirty-second of an inch or wider, not at stopping movement. Tendon stressing only applies to a post-tensioned slab where testing shows the tendon forces are below what the original design specified. Reading those apart is most of the value in an evaluation.
Texas exempts most residential work from engineering licensure, and then removes the exemption for exactly this job. Section 1001.056 of the Texas Engineering Practice Act exempts a person repairing or drawing plans for a private dwelling. Subsection (c) states that the exemption does not apply to anyone providing engineering design relating to repairing, or drawing plans or specifications for, a residential dwelling slab located on expansive soil that meets the expansive soil classification provisions of the International Residential Code as applied in that jurisdiction. The classification itself is numeric: a Texas Department of Licensing and Regulation bulletin on foundations on expansive soils sets out the code's four tests, including a plasticity index of 15 or greater and an expansion index above 20. On soil that meets them, the repair design belongs to a professional engineer licensed in Texas. That is a legal requirement on the design, not a service this site performs or supplies.
The city lists foundation repair among residential minor repairs, handled through its Residential Express Building Permit web form, so the paperwork is fast — but it is still permitted work with an inspection attached, and the city's own page warns that the permits listed may not cover everything a project needs. On the inspection side, the city's residential building inspection flowchart says the City of Austin does not conduct a physical foundation inspection, that a State of Texas licensed engineer will need to inspect the foundation, and that a copy of that engineer's sealed assessment is required for foundation approval. Plan for that document at the start of the job instead of discovering it at the end.
Elevations are read across the accessible floor and drawn, because without a profile nobody can say how far out of tolerance the slab is or where a repair should stop. Drainage, grade, downspouts, irrigation and trees get walked, since those are the inputs that moved the soil. Where the pattern points at water under the slab, the supply and drain lines get tested before any structural quote, and the guidelines specifically direct that water supply and sanitary drain lines be tested for leaks if jacking or lifting is part of the remedy. The City of Austin's small project retaining wall instructions state that any retaining wall over four feet in height located inside the city limits requires a building permit under Section 25-11-34 of the Land Development Code, that the small project path covers walls less than 100 feet long and 8 feet high, that backfill cannot exceed two feet in depth unless it occurs for no more than four feet measured horizontally behind the wall, and that no more than four feet of cut is allowed in front of the wall.
Why it matters: Height is the trigger for permitting on retaining wall work, and the cut and backfill limits decide whether a repair can use the small project path at all.

The USGS description of the Austin quadrangle divides the area into a higher western district of the Edwards Plateau and a lower eastern district at the Coastal Plain margin. The Balcones escarpment runs through the Austin area as a major topographic and structural boundary.
