West of MoPac the ground is hilly, and a hillside house in Tarrytown or above Bee Creek often has a garage, a mechanical room or a finished lower level with earth against two walls and daylight on the third. East of MoPac the land flattens out, and the equivalent is a sunken den, a cellar under an older bungalow, or a raised floor whose crawl space sits lower than the yard. All three behave the same way: soil holds water against a wall, and the wall was built assuming it would not.
This is the part generic advice gets wrong. In west Austin the aquifer under your street is karst. The USGS describes the Barton Springs segment as a system where most groundwater moves through voids formed by dissolution of the rock, with conduits and caves reaching a foot or more across, and recharge focused through streambed swallets and sinkholes rather than spread evenly through soil. Water there travels fast, arrives in a slug, and can appear against a wall hours after a storm that fell somewhere upstream of you.
East of the escarpment the mechanism inverts. The soils are heavy clays: the NRCS report the city commissioned for the La Loma site in East Austin maps Bergstrom, Houston Black and frequently flooded Tinn clay, and puts the clay units in hydrologic group D, the very slow infiltration and high runoff class. Water does not drain away there. It sits in the fill next to your wall, and the pressure builds until it finds a cold joint, a form-tie hole or a crack.
Austin's rainfall does not arrive gently. The city's own watershed report logged 2.96 inches at Camp Mabry in a single hour after 51 days without measurable rain. The 2013 Halloween morning flood, according to FEMA's account of the Onion Creek buyout, killed five people and damaged more than 500 homes, with parts of the city taking nearly 10 inches in 24 hours. Any lower-level room here has to handle a year's worth of load in an afternoon. That is also why a distinction matters early: creek flooding is a floodplain problem with its own remedies, while groundwater against a wall is a drainage problem you can engineer your way out of.
Paint-on masonry sealers are the standard first purchase and the standard waste of a weekend. A coating on the inside face has to resist hydrostatic pressure pushing outward through the wall, and it fails by peeling in sheets while the water simply moves along the slab edge. Two other habits cause real trouble. Cutting a trench that discharges toward the neighboring lot creates a dispute and can conflict with the city's drainage rules. Running a sump line into a sanitary cleanout is not allowed and can back sewage into the room you were drying out.
The commonest version is waterproofing something that was never groundwater in the first place. A supply line weeping under a slab, an irrigation head aimed at a foundation wall, a condensate drain terminating in the flower bed, or a roof valley dumping into one corner will all read as a wet wall. Sequence matters: fix the roof and gutter path, correct the grade so it falls away from the wall, test the plumbing, and only then decide whether the water is still coming from the ground. Skipping that order is how a homeowner pays for an exterior drain and still has the puddle.
Simple cases are solved outside. Downspouts get extended well clear of the wall, the grade around the perimeter is rebuilt to fall away, planting beds are pulled back, and a surface or French drain intercepts flow before it reaches the structure. Where water is already below grade, the work moves to a drain at footing level with washed stone and filter fabric. Other options are a membrane on the exterior face where the wall can be excavated, or an interior perimeter drain to a sealed sump with a discharge line that daylights somewhere safe. On a crawl space the same problem is answered with a vapor barrier, positive drainage to a low point, and a pump. Cracks in the wall itself get injected once the water is going somewhere else.
This work prices by linear foot and by how much has to be dug, so the honest range is wide and access dominates it. Hand-digging beside a mature oak, working under a deck, or trenching between a wall and a property line all cost more than an open side yard. The City of Austin defines a Protected tree as any species 19 inches or more in diameter measured 4.5 feet above the ground, and a Heritage tree as 24 inches or more in a listed species group that includes all oaks and pecan. Removal of a Heritage tree is prohibited except under City Code 25-8-641, and one 30 inches or larger requires a public variance process.
Why it matters: The live oak drawing moisture out of the clay beside a house usually cannot legally be removed, which makes root barriers and moisture management the practical options rather than the fallback ones.
