Leveling is the only one of these four jobs that changes the shape of the building. That makes measurement the whole argument: an elevation survey across the floor, a target lift stated in inches, and a published standard to judge the result against.

The Texas Section of ASCE, in its guidelines for evaluating and repairing residential foundations, borrows the residential code deflection limit of L over 360 as the analogous limit for a foundation profile and notes that a floor slope beyond 1 percent is usually noticeable to people living on it. That is a real threshold instead of a feeling. An evaluation worth paying for produces a grid of elevation readings across the accessible floor, marks the low areas, and shows how far out of tolerance the worst of them is. Without that grid nobody can state a target lift, and without a target lift a crew is guessing at your expense.
Austin hands you one of two problems depending on when the house went up. A slab-on-grade house is leveled by underpinning: piers driven or turned to a load-bearing stratum beside the beam, then jacked in a controlled sequence. Mueller, built out on the former Robert Mueller Municipal Airport with its first family arriving in 2007, is almost entirely this. A raised house is leveled from below by shimming and replacing supports, which is a different trade with different tools. Hyde Park, platted in 1891 and hitting its biggest building boom between 1924 and 1935, is full of bungalows on that kind of floor, as are the older blocks of East Cesar Chavez.
Depth to a bearing layer changes across the escarpment too. West of MoPac the USDA description of the Volente series, whose type location is in Travis County, records clayey sediments only four to six feet thick over limestone, and the Brackett series near the Hays County line reaches a paralithic contact within five to 20 inches. Piers there may refuse almost immediately. East of the line the Heiden description gives 40 to 60 percent clay weathered from mudstone with slickensides starting 10 to 30 inches down, and piers have to travel much further before they mean anything.
Most people assume residential work is exempt from engineering requirements, and for most residential work in Texas it is. Foundations on expansive soil are carved out by name. The Texas Engineering Practice Act exempts a private dwelling from its licensing requirements. The exemption does not apply to anyone providing engineering design relating to repairing, or drawing plans for, a residential dwelling slab located on expansive soil. The soil standard is the expansive soil classification provisions of the International Residential Code as applied in that jurisdiction, unless the work meets those code requirements. The same ASCE guidelines say the evaluation and repair design shall be performed by an engineer licensed in Texas, and that the engineer who seals the documents is the engineer of record with approval authority over changes. On a slab sitting in Blackland clay, a sealed design is not an upsell. It is how the work is supposed to be documented.
The city is explicit about where its responsibility stops. Its residential building inspection flowchart states that Austin does not conduct a physical foundation inspection, that a State of Texas licensed engineer must inspect the foundation, and that a copy of that engineer's sealed assessment is required for foundation approval. So the closing document on a job here comes from an engineer, not an inspector. Plan for it at the start rather than discovering it at the end.
Bottle jacks and stacked blocks under a beam are how people get hurt and how houses get broken. Lifting one point without releasing the neighboring supports concentrates the load into a few inches of wood or a short run of slab edge, and concrete has almost no tolerance for being bent upward quickly. Rapid lifting also shears cast iron drain lines passing through the beam. Controlled leveling moves in small increments across many points, watched from inside as it goes.
The first is no plumbing test. On heavy clay a leaking under-slab line is frequently the cause of the settlement rather than a casualty of it, and a lift over a live leak is a temporary result. The second is no post-lift survey. If nobody re-shoots the elevations after jacking, nothing proves the profile actually improved, and any argument later becomes one person's memory against another's. Both belong in the scope in writing.
Underpinning is priced per pier and then multiplied, so the total is set by pier count, pier type, and access. Interior piers reached by tunneling or by cutting the slab cost far more than exterior piers along an open side yard, and landscaping, patio demolition and finish repairs are separate lines. Pier count itself falls out of the elevation survey, so a lower count for the same coverage is a weaker repair rather than a bargain. Texas also gives you a route if the contract goes wrong. The Deceptive Trade Practices Act requires written notice at least 60 days before suit, setting out the specific complaint and the amounts claimed, and it lets a court award up to three times economic damages where the conduct was knowing. Get the scope, the lift target and the pier criteria in writing, because that is the document any dispute turns on.

Why it matters: Long dry periods followed by abrupt rainfall can change moisture conditions around a clay-supported foundation. The useful response is to document structural changes over time and diagnose the house itself, not to assume every symptom has the same cause.

The City of Austin defines a Protected tree as any species 19 inches or more in diameter measured 4.5 feet above the ground, and a Heritage tree as 24 inches or more in a listed species group that includes all oaks and pecan. Removal of a Heritage tree is prohibited except under City Code 25-8-641, and one 30 inches or larger requires a public variance process.
Why it matters: The live oak drawing moisture out of the clay beside a house usually cannot legally be removed, which makes root barriers and moisture management the practical options rather than the fallback ones.
