The load path, one part at a time

Start from the dirt and work up, because that is the order failures happen in. A pad bears on soil. A concrete or masonry block sits on the pad. A short post stands on the block. A beam spans post to post. Joists cross the beams, and the subfloor rides the joists. Nothing in that stack is continuous, so a defect stays local: one pad that has pressed into softened clay shows up as a dip in one room, not a tilt across the house. That is the opposite of how a slab behaves, and it is the reason a diagnosis made from the living room is worth very little. All of it has to be read from underneath. Why the supports move in this city

The soil under the pads is the variable. In Travis County the dominant clay is the Houston Black series, and the USDA official series description is unusually direct about what it does: high shrink-swell potential, with cracks between half an inch and four inches wide opening from the surface down to a foot or more, and those cracks staying open for 90 to 150 cumulative days in most years. A pad sitting on soil that opens and closes on that schedule does not stay at one elevation. In the older raised-floor blocks of Hyde Park and East Cesar Chavez the pads are often shallow, small in plan, and were placed before anybody wrote down a bearing pressure, so they respond to every seasonal cycle rather than resisting it.

Depth to something firmer changes across town. West of MoPac the USDA description of the Volente series, whose type location is in Travis County, records clayey sediments only four to six feet thick over limestone. East of the escarpment the Heiden series carries 40 to 60 percent clay weathered from mudstone with densic material 40 to 65 inches down. A new support on the west side may reach rock in one dig. On the east side it may never reach anything but more clay, which is an argument for a deeper element rather than a wider pad.

The four repairs the Texas standard names

The Texas Section of the American Society of Civil Engineers publishes guidelines for evaluating and repairing residential foundations, and for a raised floor it lists exactly four moves: shimming the floor framing atop the existing supports, repairing or strengthening the floor framing, replacing or adding supports, and re-establishing void space. Shims are hardwood or steel and fill a gap; they do not create bearing where bearing has been lost. Adding supports is what the guidelines call for when framing spans are too great for the design loads or when the existing supports have deteriorated. Framing repairs get treated lumber. Those four moves in that order is a scope. A crew that only owns the first one will hand you the first one.

Void space, and the item everybody forgets

Void spaces designed under foundation elements are supposed to be reestablished as necessary — that is in the guidelines, and it is the line most often skipped. On a raised house the deliberate gap between the soil and the underside of a beam or an interior pier cap is not sloppiness. It is the allowance that lets swelling clay rise without loading a member that was never designed to take that load from below. Fill it with dirt, debris, a flower bed or the spoil from a plumbing repair, and the clay now pushes directly on framing. The floor then heaves in wet weather and drops in dry weather, and the shims get blamed.

What the work involves

The crawl gets mapped: every pad, block, post, beam and suspect joist located, with decayed wood probed to find how deep the damage goes rather than how far the surface is stained. Elevations are read on the floor above so the low areas can be tied to specific supports below. Failed pads and bearing ends are replaced with treated material on new bearing before anything is lifted, because raising a floor on wood that has already lost section only compresses it further. Height comes back in small increments across many points at once, watched from inside for plaster and door reveals. Void space is cleared and reinstated. The guidelines are honest about the ceiling on all of this: it is unlikely that elevation adjustments will result in a level foundation, so the target is a profile inside tolerance, not a laser-flat floor.

What sets the price

Access is the multiplier, not the parts. Clearance under the joists decides whether a crew works on its knees or on its side, and a house sitting low to the ground can double the labor for identical materials. Retaining walls over four feet need a building permit

The City of Austin's small project retaining wall instructions state that any retaining wall over four feet in height located inside the city limits requires a building permit under Section 25-11-34 of the Land Development Code, that the small project path covers walls less than 100 feet long and 8 feet high, that backfill cannot exceed two feet in depth unless it occurs for no more than four feet measured horizontally behind the wall, and that no more than four feet of cut is allowed in front of the wall.
