What is actually holding the floor up

A raised floor is a stack of parts, and any one of them can be the failure. Concrete or masonry blocks sit on pads in the dirt. Short posts stand on the blocks. Beams span between the posts. Joists run across the beams, and the subfloor sits on the joists. Nothing is continuous, so movement is local: one post settling an inch produces a dip in one room rather than a slope across the house. That is why the diagnosis has to happen from underneath. From upstairs, a dropped pad and a split joist look identical.

Which Austin houses have them

Age and location decide it. The older central neighborhoods are where raised floors live. Hyde Park was platted in 1891 and built out heaviest between 1924 and 1935, mostly in bungalows, and the pre-war blocks of East Cesar Chavez east of Interstate 35 follow the same construction habits. Tarrytown, whose planning area the West Austin Neighborhood Group describes as bounded on the east by MoPac, developed in phases across the middle of the last century and mixes raised floors with later slabs. Clearance is usually the complication rather than the framing. A house built low to the ground gives 18 inches to work in, sometimes less, which changes both the method and the price of everything below.

Moisture is usually the story

Wood under an Austin house does not fail from age. It fails from staying wet. The clay soils east of the escarpment shed rather than absorb. The city's own NRCS soil report for East Austin places the clay units in hydrologic soil group D, the very slow infiltration and high runoff class, and maps frequently flooded Tinn clay along the drainage. Water that cannot soak in runs sideways, under the skirting, and stands where nobody looks. Add a hot humid summer and a crawl space becomes a condensation chamber: 80 days at or above 100 degrees in 2023 by National Weather Service count, against a long-term average of 15, drives enormous vapor pressure toward the cool space under the floor.

That produces the classic sequence. A sill or beam end sitting on damp masonry wicks water, decay fungus gets established, the member loses stiffness, and the floor above starts to feel springy well before anything visibly collapses. Cedar posts, common under older houses here, last a long time but still rot at the bottom inch where they meet wet ground.

What not to go under there for

A crawl space is a confined space with structure overhead that is already suspect. Do not crawl in to lift, jack or shim anything. A beam relieved at one point can drop at the next, and there is no room to get clear. Older wiring stapled to joists is often ungrounded and sometimes cloth-insulated, and standing water beneath it is a genuine electrical hazard. Gas lines run through the same tight space. Wasps, snakes and skunks take up residence under raised houses in this climate, and duct insulation in a house from the 1930s or 1940s may contain materials you should not disturb. Look in with a light from the access hatch, photograph what you can see, and stop there.

Where a careless repair goes wrong

The classic error is shimming a rotten member. Driving a wedge under a beam whose bearing end has gone soft raises the floor for a season and crushes down again, and every repeat visit compresses the same failing wood a little further. The honest fix cuts out the decayed section, replaces the bearing with treated material on a new pad, and only then adjusts height. The second common miss is fixing the wood while leaving the water. If the grade still falls toward the house, the skirting still traps runoff, and the vents are still blocked by a flower bed, the new framing starts down the same road.

What the visit involves

The crawl is entered and mapped: every pier, post, beam and questionable joist gets located, and suspect wood is probed with an awl to find how deep the decay goes. Floor elevations are read upstairs so the low spots can be matched to the supports underneath. Drainage, vents, ductwork and any standing water get recorded. The work then follows a fixed order. Get the water out and keep it out. Replace failed pads, posts and bearing ends with treated material. Sister or replace damaged joists. Bring the floor back to height gradually, watching the plaster and the door reveals above. Finish with a vapor barrier over the soil, clear ventilation, and skirting that lets air move instead of holding damp.

Raised floor work covers an unusually wide band because two jobs share a name. Releveling a house on sound framing with new shims and a few pads is a modest project. Rebuilding sills, replacing beams and posts, and doing it all in 18 inches of clearance is not, and low clearance is the single biggest multiplier because access dictates labor.
