Reading the direction of the crack

Direction tells you the mechanism. A vertical crack in a foundation wall is usually shrinkage or a settlement break, and it belongs on the foundation crack repair page. A horizontal crack running along a course at roughly the middle third of the wall height is a bending failure: soil and water outside are pushing in, the wall is spanning between the floor below and the framing above, and it has hinged at its weakest line. On masonry that shows as a stepped horizontal joint opening, sometimes with the wall visibly out of plumb when a string line is dropped down its face. On poured concrete it is a single horizontal crack with the upper section displaced inward. Measure it: a plumb line at several points along the wall and the offset recorded in inches is the number that matters, not the crack width. Where Austin has walls under this kind of load

Full basements are unusual here, but soil-retaining walls that are part of the house are not. The Bureau of Economic Geology describes the ground west of MoPac as hilly, becoming relatively flat to the east, with the east side of Austin having dropped by as much as 700 feet along the Balcones fault zone. Sequence: get the surface water away and the subsurface water drained, reduce the surcharge, then brace. Straightening a wall that has moved significantly requires excavating the retained side to relieve pressure first, and that excavation is its own engineered operation.

Why this one gets escalated rather than quoted quickly

A bowing wall is a wall losing capacity under load, and it is carrying structure. Do not excavate at the base on the inside to have a look, do not notch the framing bearing on the top of the wall, and do not stack storage against it. Where a wall is out of plumb by a visible amount, where the horizontal crack is wide enough to see daylight or soil, or where the top has begun to slide inward off its bearing, the space in front of it should be treated as off limits. Texas also puts a limit on who designs the fix for the most common Austin case: Section 1001.056 of the Texas Engineering Practice Act removes the residential exemption for engineering design relating to repairing a residential dwelling slab located on expansive soil meeting the code's expansive soil classification.
