Framing problem or foundation problem

Both produce sloping floors, and telling them apart decides whether you buy carpentry or piers. A framing problem is local and bounded: the dip follows a joist line or centers between supports, the floor flexes underfoot when you walk across it, and the low point sits mid-span rather than at a wall. A foundation problem is continuous: the slope runs across rooms without regard to the framing direction, exterior brick and door frames move with it, and the low area corresponds to a low area in an elevation survey of the whole footprint. The residential code as adopted in Austin says where the load ends up — Section R501.2 requires floor construction to accommodate all loads per Section R301 and to transmit them to the supporting structural elements. The numbers a floor is judged by

The code gives allowable joist spans in tables, and Section R502.3 divides them by loading. Table R502.3.1(1) applies where the live load does not exceed 30 pounds per square foot and the dead load does not exceed 20, and Table R502.3.1(2) applies where the live load does not exceed 40 psf with the same dead load. Deflection is the other half: Section R504.1 requires floor framing to meet the joist deflection requirements of Section R301, and the limit for a floor member under live load is L over 360 — a span divided by 360. The Texas Section ASCE guidelines borrow that same figure as potentially appropriate for the analogous in-service deflection of a residential foundation, which is why the number shows up in two different arguments and gets muddled. Applied to the floor itself it is the actual code limit. Applied to a foundation profile it is an analogy. They also note that a floor slope greater than 1 percent is usually noticeable and that the Americans with Disabilities Act considers a 2 percent slope too large.

The specific failures found under Austin raised floors

Older raised houses in Hyde Park, East Cesar Chavez and along Onion Creek share a set of them. Joists undersized for their span, or notched by a plumber or an electrician until the remaining depth cannot carry the load. Girders that have deflected between piers because the pier spacing was generous. Piers that have settled, shimmed at some point and never corrected. Sill and joist ends rotted where a crawl space stayed damp. And the one the code calls out specifically: Section R502.4 requires joists under parallel bearing partitions to be of adequate size to support the load, which means an interior wall running parallel to and between joists needs framing sized for it. Where a later remodel added a wall on a floor that was never designed to carry one, the sag traces exactly along that wall. A dip that stops abruptly at a partition line is the giveaway.

What repair actually consists of

The Texas Section ASCE guidelines list the options for raised foundations: repairs may include shimming the floor framing atop the existing supports, repairing or strengthening the floor framing, replacing or adding supports, and re-establishing void space. Shimming is the cheapest and the most abused — the guidelines specify that hardwood or steel shims may be used to fill gaps, which rules out the scrap softwood and stacked cedar shingles found under a lot of older Austin houses, because those crush and rot. Strengthening the framing means sistering a new member to a damaged one, replacing a rotted section, or adding a beam and support where a span is simply too long. For any replacement in a crawl space, the guidelines recommend treated lumber for general use in framing repairs, which matters where ground moisture is present. And where void space was designed under foundation elements, they note it should be reestablished as necessary.

The order the work has to happen in

Supports first, then framing, then finishes. Lifting a sagged girder before the piers under it are sound just moves the problem, and shimming a floor flat over a rotted sill hides a member that is still failing. Where the crawl space is damp, the moisture source is fixed before new lumber goes in, because replacing rot without removing the cause buys a few years. That usually means grade and roof discharge corrected outside, which is the drainage and grading scope, and it means the ventilation and ground cover in the crawl space itself, which is crawl space repair. Lifting is done slowly and in stages regardless, because a floor pulled up quickly cracks plaster, tile and drywall above it.

Access under the floor to identify the members, their actual dimensions, their span, and the pier or girder spacing, checked against the code span tables for the loading that applies. Cost then follows how much of the framing is being replaced rather than shimmed, how much headroom the crawl space gives a worker, and whether finished flooring above has to come up to reach anything.
