What it is, and what it is not

Three elements get called the same thing and they behave differently. A stem wall is a short wall sitting on a footing, rising above grade, with the house's sill plate bolted to its top — the perimeter of a raised or crawl space foundation. A grade beam is a thickened rib cast integrally with a slab, covered under grade beam repair. A retaining wall is freestanding, its only job holding back soil, covered under retaining wall repair. Where they are in this city

Raised perimeter-wall foundations belong to the older housing stock — the pre-war and mid-century blocks around East Cesar Chavez and Hyde Park, and older houses along the creek bottoms near Onion Creek — and to houses on ground too sloped for a slab. On the sloping ground west of the escarpment, which the Bureau of Economic Geology describes as hilly in contrast to the relatively flat east side, a stem wall can be a few inches tall on the uphill elevation and several feet on the downhill one, so one wall does two jobs on two sides of the same house. Where the wall retains earth and encloses usable space below grade, Section R405.1 of the residential code as adopted in Austin requires a drainage system installed at or below the top of the footing, with gravel extending at least one foot beyond the outside edge of the footing and six inches above its top, covered with an approved filter membrane.

The failure modes

Spalling is the common one: concrete breaking away in flakes or chunks along the outside face near grade, exposing aggregate. Where reinforcement has corroded, the mechanism is expansion — rusting steel occupies more volume than sound steel and forces the cover off, which shows as a crack line following the bar and then as a piece detaching. On masonry stem walls the equivalent is mortar joints eroding out and units losing bond. Vertical cracks at corners generally point to differential settlement of the footing. The question on any of these is whether the section still has thickness to carry load, and that is answered by removing the loose material and looking, not by measuring a crack from outside.

Why the Austin moisture cycle attacks this element specifically

A stem wall lives in the wet-dry zone. The USDA series description for Houston Black, type-located in Travis County, records shrinkage cracks half an inch to four inches wide reaching twelve inches or more below the surface and remaining open for 90 to 150 cumulative days in most years. Those cracks form against the outside face of the wall, then close and swell against it when rain returns. The city's rainfall record shows how abrupt that is — the watershed report logged 2.96 inches in one hour at Camp Mabry after 51 consecutive days with no measurable rain. Repeated wetting and drying at the same elevation is what drives spalling and corrosion, and it is why the damage is nearly always in a band near grade rather than over the whole height.

What repair involves

Unsound concrete is removed back to sound material rather than patched over, because a patch bonded to spalling concrete fails at the same line. Exposed reinforcement is cleaned and treated, or replaced where section loss is significant. The section is rebuilt with a repair mortar or concrete appropriate to the exposure and keyed into the existing wall. Where the footing beneath has settled differentially, rebuilding the wall alone does nothing — the footing comes first, with the guidelines' caution in mind that underpinning will not improve the performance of the foundation in non-underpinned areas. Where the sill plate or the bolts at the top of the wall have corroded or rotted, that connection is repaired at the same time, since it is the load path from the framing into the wall.

The work that has to accompany it

Removing the water. Grade corrected so the ground falls away from the wall — the guidelines call for a minimum slope of 5 percent, six inches in ten feet, for the first five feet all around, with swales at 2 percent or 1 percent as a minimum. Roof discharge carried away rather than dumped at the base. Where the wall retains earth, the code drain detail built as specified with its filter membrane, and where a below-grade run is needed, french drain installation is the mechanism. Crawl space ventilation and ground cover matter too, because a wall that stays wet on the inside face deteriorates from both directions.

Assessment and cost

The wall is walked on all four elevations with the damaged band mapped by length and height, spalled areas sounded to find how far the unsound zone extends past what is visible, and reinforcement located where exposed. Corners are checked for vertical cracking and the top for plumb, which distinguishes deterioration from movement. The sill plate and anchor bolts are inspected from inside the crawl space. Retaining walls over four feet need a building permit

The City of Austin's small project retaining wall instructions state that any retaining wall over four feet in height located inside the city limits requires a building permit under Section 25-11-34 of the Land Development Code, that the small project path covers walls less than 100 feet long and 8 feet high, that backfill cannot exceed two feet in depth unless it occurs for no more than four feet measured horizontally behind the wall, and that no more than four feet of cut is allowed in front of the wall.
